Notice for Comments: Library of Congress Federal Register notice on facilitating access to copyrighted works for the blind or persons with other disabilities
The Library of Congress has a federal register notice for comments and a public meeting, relating to the "facilitating access to copyrighted works for the blind or persons with other disabilities," in connection with a May 25-29 meeting of the WIPO Standing Committee on Copyright and Related Rights, also known as the SCCR.
The full federal register notice and background materials are on the Library of Congress web site here:
http://www.copyright.gov/docs/sccr/
The Copyright Office is asking several questions regarding access barriers.
- Part A concerns the experience of persons within the U.S. accessing or sharing accessible copies of works within the U.S.
- Part B concerns the experiences of persons within the U.S. accessing foreign works, or sharing accessible copies of U.S. works with foreign persons.
The copyright office is gathering information for the May 25-29 WIPO SCCR meeting, where a possible WIPO treaty for reading disabled persons will be discussed.
The first round of comments are due on April 21. Reply comments are due on May 4. There is a public meeting on May 18.
We are interested to know if any of the members of the Reading Rights Coalition are planning to file comments in this proceeding. KEI will, and we are happy to share our draft comments with any interested groups.
We are also able to share information about the WIPO negotiations, if that is helpful.

Article on copyright and international protection of user rights
Whilst only partially related to discussions I thought the attached article on copyright and international protection of user rights might be of interest in the wider dimension discussions.
